A partir do texto constitucional, com o reconhecimento dado aos direitos sociais e a base universal da prote\u00e7\u00e3o social, a pol\u00edtica de assist\u00eancia social inicia um longo percurso em dire\u00e7\u00e3o a um protagonismo maior no campo da seguridade brasileira, ao lado da previd\u00eancia social e da sa\u00fade.<\/span><\/p><p><span style=\"font-weight: 400;\">A partir de 2004, com a organiza\u00e7\u00e3o do Sistema \u00danico de Assist\u00eancia Social (SUAS), a assist\u00eancia social passou a ser organizada como um sistema, organizando a prote\u00e7\u00e3o social n\u00e3o contributiva por n\u00edveis de complexidade, prevendo equipamentos pr\u00f3prios, servi\u00e7os e composi\u00e7\u00e3o das equipes de profissionais para cada tipo de atendimento. Um dos grandes \u00eaxitos do SUAS foi a expans\u00e3o e institucionaliza\u00e7\u00e3o de sua rede e cobertura. Os equipamentos da assist\u00eancia \u2014 Centro de Refer\u00eancia de Assist\u00eancia Social, no n\u00edvel da prote\u00e7\u00e3o b\u00e1sica, est\u00e3o presentes em todos os munic\u00edpios e referenciam mais de 49 milh\u00f5es de fam\u00edlias e realizam mais de 21 milh\u00f5es de atendimentos por ano.<\/span><\/p><p><span style=\"font-weight: 400;\">Esse sistema se institucionalizou e se tornou refer\u00eancia como um dos maiores sistemas de assist\u00eancia social de todo o mundo, com extensa cobertura territorial, voltado para prote\u00e7\u00e3o de indiv\u00edduos, grupos e fam\u00edlias em situa\u00e7\u00e3o de vulnerabilidade social e ou de amea\u00e7as de viola\u00e7\u00e3o de direitos.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">No entanto, o financiamento \u00e0 assist\u00eancia social vem diminuindo, fen\u00f4meno intensificado a partir da Emenda Constitucional n\u00ba 95\/2016, a Emenda do Teto de Gastos.\u00a0 Os dados do gr\u00e1fico 1 ilustram esse movimento. Em 2012, os recursos previstos\u00a0 para assist\u00eancia social no Or\u00e7amento da Uni\u00e3o giravam em torno de R$2.5 bilh\u00f5es, chegando a mais de R$3 bilh\u00f5es em 2014. Isso \u00e9 ilustrado pelos gr\u00e1ficos 2, 3 e 4, que mostram a evolu\u00e7\u00e3o da inseguran\u00e7a alimentar, da pobreza e da desigualdade nos \u00faltimos anos, respectivamente.<\/span><\/p><p>\u00a0<\/p><p style=\"text-align: center;\"><b>Gr\u00e1fico 2 &#8211;
